Health System Specialist

- Provides access related to consultative services, working in collaboration with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs. - Review and provide input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies. - Review and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through local GPM group and supervisor. - Promotes established system-wide training plans to optimize local use. - Assists supervisor in coordinating efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. - Aligns local processes with planning an policies at higher levels; implements process improvement and training opportunities that support front line employees in providing predictable, consistent and comfortable customer service experiences for Veterans, their care givers and beneficiaries. - Utilizes advanced principles and strategies for access to improvement to review and provide recommendations to clinical Leads, (CLs) including identifying strategies to reduce backlog. - Assists clinic managers in forecasting the impact of staff charges and developing countermeasures to mitigate the effect of staff shortages on access to care. - Provides administrative program advice for ambulatory care clinical support care clinical services. - Acts as a liaison or point person for communications with persons and/ or groups internal or external to the facility, representing Group Practice Management on clinical access issues. for all Health System Specialists Series, 0671 positions require that you demonstrate specialized experience in each of the following competencies:
1. Comprehensive knowledge of a wide range of qualitative/ quantitative as well as analytical/ evaluative methods for development and management of major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and system in areas of Clinic Cancellation and Now Show, Veterans Choice Process, Auditing, Consult Management, Telephone Call Center processes, Contingency Planning, Evaluation planning, Communications Planning, Change Managment, Virtual Care Technologies, IT, Equipment and Staffing Acquisitions, Logistics Management, Space Utilization, Strategic Planning, Business Planning, Process Improvement, and Veterans Experience. 2. Knowledge of funding and overall project objectives (e.g., cost reduction, improved effectiveness and efficiency, better workload distribution, or implementation of new work methods). 3. Knowledge of general administrative policies and management and organizational theories which require considerable adaptation and/ or interpretation for application to issues and problems studied. 4. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity of mission-oriented programs. 5. Ability to ensure a high-quality patient experience by acting on continued feedback from the Veteran customer, family/significant others, engaged employees and clinical teams; and to provide oversight and administrative management and supervision of all ambulatory care services in the facility and related CBOCs, including Primary Care, Mental Health, Surgery, Medicine, and Ancillary services while integrating all aspects of ambulatory care. In addition to the above competencies, in order to qualify for the position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to the grade level listed below in the federal service Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in order related to the work of the position to be filled. Te be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12:
Your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience equal to the GS-11 level include performing the following types of tasks on a regular basis:
Ensures a high-quality patient experience for the Veteran; provide data, reports and assistance to the ACOD/GPM in their work development of strategic plans for the facility as it relates to access to care; measure and provide recommendations with an emphasis on improving clinical product line performance; identify and recommend improvements to optimize clinic management process, access to strategies, and Make-Buy decisions through analysis of in-house and non-VA provided care. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
