Health System Specialist

The Performance Improvement Coordinator (PIC) is an expert in using organizational analytic tools such as Strategic Analytics for Improvement and Learning (SAIL). The PIC develops workflow SharePoint sites, use SQL to retrieve raw data from Data Warehouse to support reports, analysis, and baseline metrics for the Health Care System, produces documents such as complex reports including technical graphs and spreadsheets. The PIC performs data analysis using a variety of tools including but not limited to:
VSSC reports, ProClarity data servers/cubes, VistA reports, FileMan extracts, and Microsoft Office products Responsible for aligning the facility with VISN 6 Performance Improvement initiatives and objectives. Provides specialized support services and guidance in analysis of current processes, performance improvement, implementation activities, and initiatives to improve quality and safety for all Veterans. Coordinates ongoing data collection and analysis; using knowledge of Performance Improvement principles to determine organizational performance especially as it relates to facilitate the ongoing monitoring of the facility's Performance Operational report and External Peer Review Performance (EPRP) report. Recognized as a technical authority across all components of the Hospital in Performance Improvement. Ensures that the hospital is up to date on all Performance Improvement initiatives and pro-actively identifies upcoming areas of focus. Authors Performance Improvement initiatives, proposals and reports with collaboration of the Chief, Quality Management, and Hospital leadership. Direct activities to improve and maintain performance measures and monitors related to specific leadership identified Performance Improvement initiatives. Responsible for planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating clinical business and administrative elements that impact the specific hospital-wide performance measures. Completes administrative reports in a timely manner. Prepares/presents both written and oral reports with consideration of the wide range of factors and requirements affecting the facility. Responsible for collecting and analyzing action plans for submission into the monthly Pre- Operations report. Works collaboratively with the QMS team in ensuring the facility is prepared for The Joint Commission and other external regulatory agency Office of Inspector General (OIG), VISN 6 and National surveys and all follow up activities are accurate and completed timely. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Responsible for analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements:
Performance of the incumbent's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
