Administrative Officer

Duties to include but not limited to:
Reviews all budgets for sections and subspecialty clinics, and is responsible for forecasting, formulation, and final execution of the PM&R Service budgets; Ensures that disbursement of Rehabilitation and Health Service Research funds for clinical research projects that may impact with the PM&R clinical services and/or is/are compliant with all relevant clinical and research regulations; Evaluates various patient care alternatives as a means of reducing budget overtime requirements; Maintains a system of internal control to ensure the appropriate fiscal management of VA's, appropriated funds; Exercising central budget control of the PM& R Service; Overseeing annual budget planning and implementation; Assisting with budget planning for externally funded projects; Managing fund control points; Creating and maintaining records on personnel salaries for budgetary purposes and for facilitating any university interpersonal agreements; Coordinating the acquisition of supplies, equipment, and services; Assembling, analyzing, and prioritizing equipment needs for PM&R Service; Serves as the principle management resource to individual Section and Sub-Section/Unit Chiefs within PM&R Service; Responsible for Personnel Management for the PM&R Service and helps facilitate personnel management for the Rehabilitation Section at the GHCC including recruitment/retention, performance standards, proficiency evaluations, position classification, grievance, and disciplinary actions;; Participates in the training and education of PM&R Service staff to assure that all VHA guidelines for education requirements, available education opportunities, and other projects or training requirements are met; Directly supervises all PM&R Service subordinate administrative personnel with responsibility for work assignments, time & leave approval, counseling/disciplinary actions and training needs; Responsible for day-to-day management and assists with long-term planning for the PM&R Service. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
information management, resource and operational management, clinical practice management and administrative process and policy expertise. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. A transcript must be submitted with your application if you are basing all of your qualifications on education. OR, Combination:
Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages; the total percentage must equal at least 100 percent to qualify at the GS-11. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
