Supervisory Health System Specialist

Major duties include but not limited to:
Serves as delegated authority to make decisions and act on matters within the responsibility of the Office of Patient Care Services using broad policy guidance. Serves as advisor to the ADPCS/CNE and is the focal point for inquiries, dissemination of instructions, and review and evaluation of data and reports. Develops both long and short-range policies and plans based on the needs of the Patient Care Services including but not limited to:
budget and fiscal management, supply, recruitment, Nursing Professional Standards Board, contact negotiation and space utilization. Develops and maintains data on available resources and recommends expenditures based on needs, distribution or redistribution of these resources. Gathers and analyzes budget projects and supervises all phases of budgeting within administrative requirements, manages control points and plans a system of internal control that assures fiscal management. Reviews and evaluates proposed policy and procedure drafts submitted to the ADPCS/CNE and returns inadequate policy proposals to the author with recommended change for rewrite or further coordination with other services. Participates in Director's Staff, Nurse Executive Coordinating Council, Equipment Committee, Space Committee, Resource Management Council, weekly construction meetings as well as other medical center committees, process action teams, and task forces representing the ADPCS/CNE. Responsible for providing information for recurring and special reports, preparation and updating of policy memoranda, special projects, and coordinate surveys, studies, and reviews, as needed. Supervises Patient Care Services office staff to ensure continuous efficient administrative operations. Performs other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
responsible analytical or administrative, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
