Public Affairs Specialist

Major duties include but not limited to:
Serves as spokesperson for the HCC, and as such, is the point of contact for media. Represents the HCC Administrator; participating at public, civic, or social events to improve perception of the HCC as a valued part of the medical profession, government and community. Responds to, or prepare responses to queries as appropriate. Coordinates responses to sensitive issues with the Durham VA Medical Center public affairs officer. Prepares and distributes information to educate and inform local audiences about VA health care programs and policies. Develops, coordinates, implements, and maintains programs designed to promote understanding, confidence, and goodwill between the HCC, surrounding communities, individuals, volunteers, and groups who are interested in and affected by the VA. Provides regular reports to parent facility public affairs officer and is responsive to requests for information/action. Coordinates photo coverage of programs and activities with medical media production service. Writes speeches, coordinates special events and projects at the direction of the Administrator. Provides expertise in planning and implementing special events, ceremonies, open houses, tours, and other activities conducted for the purpose of generating awareness of, and interest in the mission of the Medical Center and for public awareness. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience with written and oral material, such as; speeches, news releases, news and feature articles, intranet/internet social media skills, responses to inquiries that effectively convey information concerning programs and functions to any major organization; experience briefing news media representatives on organization's programs and activities and their impact on various public and private activities; experience effectively interacting and dealing with a variety of publics including news media representatives, Federal, State and Local government officials and the organization's program officials; experience gathering and interpreting data and making recommendations on public affairs strategies and policies, submitting reports and obligations in a timely manner, performing duties and responsibilities under limited supervision oversight. NOTE:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related? This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
