IT Specialist (Privacy and FOIA)

As an IT Specialist, your duties will include but are not limited to the following:
Reviews and directs the analysis and development of computer systems, technology, and applications, sometimes of a highly complex nature, to meet the requirements of administrative, scientific, or research applications of the NIEHS to include but not limited to Privacy Impact Assessments (PIAs), Third-Party Website Assessments (TPWAs), Technology Use and Surveys. Assess system design, development, and implementation to protect the privacy interests of individuals whose personally identifiable information is collected, stored, maintained, and shared through the use of such computer systems, technology, and applications and to ensure all relevant federal regulations and agency policies and standard operating procedures are followed. Reports, investigates, and documents certain NIEHS privacy incidents and breaches known or suspected to involve the disclosure of personally identifiable information (PII). Conducts searches, pulls, and organization of electronic records to comply with initial processing requirements to identify and gather records responsive to requests including but not limited to under the Privacy Act, FOIA, Congressional Inquiries, and Litigation Holds. Utilizes unit computer systems, technology, and applications to confirm pool of records collected meet criteria for responsiveness and are de-duped or otherwise organized for efficient processing by other unit personnel. Manages projects for the unit related to IT support systems, technology, and applications, and for the planning, installation, and implementation of new systems. Supports the mandatory annual IT Security and Privacy training administration effort in conjunction with the NIEHS ISSO Office. To qualify at the GS-13 level, you must meet the following qualification requirements:
You must have IT-related experience demonstrating each of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; AND You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
conducting assessments of electronic technology systems and applications used to collect personally identifiable information (PII); developing and implement processes and goals for identifying and collecting electronic records; developing and implementing tools and methods for conversion and upload of hard copy records saved in outdated computer systems to current systems; conducting annual, remedial, and other IT Security and Privacy training. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
