You qualify at the GS-13 level, if you meet one of the following qualification requirements:
I qualify for this position at the GS-13 level because I have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
planning, developing, executing and monitoring budgets with many different sources and types of funding; performing contract administration duties including planning and managing contract and equipment leases; serving as approving official for requisitions of equipment, supplies, and other materials and services; providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution; developing standards/policies/ procedures involving administrative functions in an organization. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
