Information Systems Manager

Serves as liaison between the hospital OIT and the HSR&D service line. Participates on local and national calls of interest related to Information Systems Infrastructure, change/development, integration relevant to HSR&D and General Medical Research (GMR). Provides consultation to HSR&D regarding development and deployment of software, hardware with specialized guidance. Creates internal manuals and guidance documents regarding internal processes for managing Information Systems related processes and troubleshooting of issues in accordance with VHA, DVAMC, OIT, and ORD guidance. Analyzes new or proposed legislation and/or agency regulations related to data security, records management, software-use and other Information Systems-related topics to determine impact on HSR&D Information Systems Infrastructure and future use. Researches and investigates new or improved Information Systems business and management practices/tools such as web-based communication platforms, encryption, data integration, big data storage, and other innovations and advises service-line leaders and clinical researchers regrading the potential for incorporating new technologies. Deploys various quantitative and qualitative methods to assess HSR&D workload to provide guidance on personnel, space, and Information Systems equipment capacity to make recommendations for study personnel and resource allocation. Develops training plans and makes provisions for appropriate training of service line staff. Serves as lead ADPAC for the service line. Manage intake and completion of complex HSR&D Information Systems helpdesk requests including drafting/revising, and submitting Information Systems help desk tickets, Interpreting and vetting complex parent, sub-folder requests for various nested secure user groups. Utilizes technological, administrative, written and interpersonal skills to facilitate the completion of complex OIT folder, software, database, and other requests within the OIT landscape and with the HSR&D user client in accordance with OIT and VA policy and procedures. Responsible for quality assurance activities within the HSR&D data management infrastructure to troubleshoot and resolve problems, ensure security and integrity, optimize content and structure, and ensure compliance with national and local procedures. Analyzing work processes, ADPAC experience, evaluating overall program operations, validates and approve all software purchases, provides detailed written justifications for software/hardware purchases, prepares annual IT budget request, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data. The check will bounce and the victim is left responsible.
