MAJOR DUTIES:
This position has primary administrative responsibility for ensuring efficient day-to-day operations of the Clinical Services at the Greenville HCC. This includes, but not limited to budget administration and contract management, administrative support and analysis, training and education and supervising administrative support staff. The incumbent is responsible for analytical, evaluative, developmental or advisory work, which is directed toward implementing, revising or eliminating policies, practices, methods, procedures and/or organizational structures within the medical services and Health Care Center. Budget Administration and Contract Management - 40 percent The incumbent reviews all budgets for HCC clinical department, and is responsible for forecasting, formulation, and final execution of the HCC clinics' budgets including four national programs. As such, the incumbent consults with physicians and technical personnel on prospective section program requirements. Incumbent analyzes supply usage to determine economies of scale. The incumbent evaluates various patient care alternatives as a means of reducing budget overtime requirements, prepares and present all justifications to top management to procure, transfer or increase allocated funds. The incumbent also maintains a system of internal control, which assures the appropriate fiscal management of VA's, appropriated funds. Administrative Support and Analysis - 40 percent Provides the Associate Chief of Staff with a full range of information and specific recommendations concerning administrative aspects of managing a large multidisciplinary service within Greenville HCC. Serves on appropriate service and medical center administrative and clinical committees. Participates in management meetings, which involve Medical Departments needs and makes recommendations that influence decisions. The incumbent is responsible for alterations and construction of clinical space. Develops plans for new clinical areas or renovations in current areas, reviews renovation and construction drawings and plans, suggests modifications to architects/engineers consistent with VA guidelines, Joint Commission regulations and future clinical department needs. Incumbent coordinates and writes position descriptions and performance requirements for non-physician employees and as necessary the formulation of qualifications and other documentation required for filling vacancies. Serves as timecard approving official, responsible for keeping employees' time, and providing guidance to part-time physicians in completion of subsidiary time sheets. Training and Education - 10 percent The incumbent participates in the training and education of Clinical Service staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met. Reviews the effectiveness of internal training and communications by meeting with employees and assists in providing for continued training of and improved communications with staff of the various Clinical Service departments. Conducts or arranges training, special indoctrination, fire and safety orientation, basic personnel orientation, etc. The incumbent assists all Clinical Service staff in various training programs. Supervision - 10 percent The incumbent directly supervises all ACOS program assistants, secretaries, and technical supervisors. Incumbent is responsible for work assignments, determining priorities, leave approval, counseling/disciplinary actions, and training needs. Performs other related duties as assigned by the HCC Associate Chief of Staff. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. For a GS-11 position, you must have served 52 weeks at the GS-9 grade level. Grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
One year of Specialized Experience at the next lower grade is required; you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Examples of specialized experience may include but are not limited to:
utilizing knowledge which requires skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions (e.g ., office or shop layout, work-flow, or working conditions), written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature (e.g., number and type of units actually produced or capability of equipment). Included at this level is knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Experience:
GS-9 Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related. GS-11 Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. A transcript must be submitted with your application if you are basing all of your qualifications on education. Combination:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
