Chief Medical Officer

The Chief Medical Officer provides direct support to clinicians in all health care facilities and programs within the VISN and interface with Headquarters offices and officials as appropriate for coordination of services throughout VHA. Expert guidance is provided in such areas as clinical programming, established primary care networks, strategic planning for health care delivery, business planning, VISN coordination, academic affairs, human resources, credentialing and privileging, quality improvement and utilization management. Duties include but are not limited to the following:
Serves as advisor for all clinical operations within the VISN. Oversees contracted service providers and ensures that the system and standards for credentialing and privileging providers are standardized across the VISN. Responsible for quality improvement and utilization management throughout the VISN and ensures that all programs are customer focused. Ensures availability of a strong primary care base, which offers ease of access to services, and that primary care providers are held accountable for meeting VISN performance goals and standards. Ensures availability of primary care, specialty medicine, and mental health patient care services with ease of access to patient population. Assures the special programs (i.e., spinal cord injury, blind rehabilitation, Community Care Network oversight, etc.) are delivered and that communications with those monitoring and interested in the provision of special programs, is maintained. Spearheads VISN performance goals and standards for all providers. Knowledgeable of significant management professional issues that affects the overall operations and administration of VISN health care activities. Identifies and analyzes situations and directly advises the VISN Director and Field and Headquarters staff of appropriate interventions to correct problems as they arise. Promotes the development of health care professionals in the VISN through counseling, mentoring, teaching, and encouraging self-assessment. Contributes to an environment that provides educational activity, and administrative planning and evaluation based on integration and application of current health care principles. Establishes mechanisms whereby VISN administration, and other VHA components are informed, in a timely manner, of clinical program developments that affects them. Takes an active role as a VISN management team member, providing advice and counsel in defining and accomplishing the VISN's mission and goals. Works with the VISN Medical Centers to ensure that facility programs reflect the mission and priorities of the VISN and the VHA. Promotes an effective mix, coordination, and support of VISN clinical programs by evaluating current and potential patient population needs, clinical workload and resources, special program mandates and cost/benefit analysis making recommendations to the VISN Director ensuring implementation of approved clinical proposals. Provides advice to VISN staff through policy guidance and activities on behalf of patients and their clinical care. Promotes compliance with VA regulations and professional standards pertaining to outside professional activities and ethical conduct. Promotes cooperation and compliance of the VISN clinical staff with Department, Federal and State Law regulations, medical staff bylaws and rules; facility policies; and JCAHO (Joint Commission and Accreditation of Health Care Organizations) standards as applicable to the individual, profession, or facility. Consults with patient care providers and advocates about policies needed to assure acceptable health care services. Ensures continuous improvement relative to the quality, value and access of health care services. Promotes effective communication and working relationships between the VISN facilities and its affiliates. Contributes to the integration of the needs of the affiliation relationship with patient care needs of the facility. Work Schedule:

United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Experience:
(1) Additional academic achievement such as a Masters in Business or Healthcare; Bachelors Degree in Business or Healthcare; (2) 3 or more years as a Chief of Staff, Healthcare Administrator, Healthcare Program Manager, or Health Information Officer; (3) Lead the successful design and implementation of clinical protocols (4) Provide an experienced, clinical perspective to project workgroups & identify and engage other clinicians where necessary to augment own area(s) of subject matter expertise. Champion the roll-out and transformative use of a regional population health management system with an emphasis on clinical change management; (5) Facilitate the development of relationships with network partner providers to effectively implement evidence-based clinical protocols and pathways. Position is primarily a sedentary; however, travel may be expected to commute to VISN 1 facilities, and standing and bending to give presentations to audience. Applicant must meet the physical standards established for this position. The physical requirements for this position may include the following tasks which may be performed intermittently:
moderate lifting (15-44 lbs); moderate carrying (15-44 lbs); Reaching above shoulders; use of fingers; walking (up to 6 hours); Standing (up to 2 hours); Near vision correctable at 13 to 16 to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and 20/40 in the other; hearing aid permitted; mental and emotional stability required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
