Administrative Officer

Administrative Management - 40% Serves as the subject matter expert in all administrative matters and processes. Responsible for oversight, management, and administration of all operational policies, procedures, administrative actions, personnel and hiring action. Directs, coordinates, and monitors administrative functions for day-to-day and long-range planning necessary to provide responsive support to the Office of Public Health/Epidemiology Service Line, and outside activities and agencies supported. Develops new standard operating procedures as required to maintain correct administrative policy and coordinates these with Service Line, and other staff members as appropriate. Implements procedures to facilitate the flow of work throughout the Service line. Performs workload surveillance over administrative and clerical work performed within the Service line and develops recommendations for shift of personnel to meeting changing workload conditions. Assist in the preparation, review and coordination of information, decision documents, special reports, and other programmatic documents. Plan and/or accomplish special projects through researching and/or analyzing problems, issues, or program requirements. Conduct extensive research of data from diverse sources. Makes recommendations pertaining to policy and operating programs. Serves as a central point authoritative information on administrative policies, procedures, and requirements of the service line. Performs work on basis of in-depth experience and familiarity with service line's assigned tasks, applicable procedures and regulations, and pertinent precedent cases. Studies administrative support functions to improve efficiency and effectiveness by examining methods, procedures, policies, clinic structure, staffing and equipment and reporting requirements. Makes evaluative analysis of administrative aspects of new or established programs, including work measurement and operations, workforce estimations, paperwork and procedures and resource estimates and utilization Personnel Administration and Management Work - 40% Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent lists problems and concerns of Service Line employees and helps when possible or secures advice from Human Resources Management Service. Acts as a liaison with the HR office concerning personnel related matters. Coordinates and participates in disciplinary actions and responds to appeals and grievances. Attends hearings when requested. This may involve working with Regional Counsel, Special Counsel, EEO Investigators, and others in resolving personnel problems and taking personnel actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Analyzes mission, management objectives and organizational goals, to determine current and projected personnel needs and potential placement issues. Provides advice and assistance to management in such areas as; recruitment initiatives to replace loss of skilled employees, recruitment problems, mission or workload expansion. Acquires a working knowledge of requirements and procedures to determine employee placements and to affect a variety of placement actions such as reassignments, realignments, non-competitive promotions, and details. Conducts studies and reviews of administrative aspects of organization programs and operations to assess effectiveness and develop solutions. Analyzes and evaluates effectiveness of administrative operations in meeting established organizational goals and objectives. Budget Management - 20% Develops and coordinates the planning, formulation and execution of budgets. Conducts shot and long budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation. Monitors discrepancies between actual and budgeted expenses. Formulates, executes and analyzes the fiscal year operating budget to include salaries, travel, training, and support costs by organization elements. Provides certification of billing. Prepares obligations/expenditure plans for funding allowances based on analysis of programs. Monitors the use and rate of expenditure of budgeted funds, reprograms funds between accounts to maintain balanced programs. Prepares a variety of reports relative to the status of funds, expenses, and obligations. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
