Program Analyst

You will:
- As a senior program analyst, develop plans, strategies, and procedures from your own conducted studies of Division management policies and systems to make recommendations for improvements and restructuring within the division; - Perform program, budget, and resource planning for long-term division activities, resource management and acquisition, and laboratory programs; - Establish and maintain an evaluation program for monitoring and verifying compliance with the Federal Managers' Financial Integrity Act (FMFIA); - Serve as the primary liaison between the program office, Office of Research and Development (ORD) headquarters, and ORD's Office of Resource Management (ORM) regarding operational matters and policies of each; - Develop new training methods and needs as well as facilitate trainings as needed. We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as developing and implementing operating procedures; providing recommendations to senior management on improving organizational planning and processes; and planning the long-term management of an organization's programs and resources.Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1) Knowledge of the Office's management policies and overall organization; 2) Skill in organizational analysis; 3) Skill in budgetary planning; 4) Skill in written communication; 5) Knowledge of the FMFIA; 6) Knowledge of ORD operational policies; 7) Skill in oral communication; 8) Skill in facilitating training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
