Job Profile Summary
Provide consultative, analytical, and reporting support to customers on various projects; conducts ad hoc analysis as directed by management to include the evaluation of operational, clinical, disease management, quality, and general business programs and processes with a specific focus on commercial group experience. With management guidance, design and/or implement inferential data modeling techniques, solve business problems through analysis and communicate the outcomes of analysis to customers, business owners and BCBSNC management.
Job Description
With supervision:
o Perform all aspects of data analysis and evaluation, to include:
o some data acquisition and data management,
o intermediate SAS, SQL, Business Objects, and Crystal programming,
o quantitative and qualitative data analysis,
o interpretation and synthesis of outcomes and conclusions,
o group expense and utilization trending,
o prepare documentation and communication of results to inform recommendations for business owners and management.
o Provide analytical support and ad hoc analysis including design and database queries to extract necessary data and compile into an appropriate report format to effectively communicate results to business owners and management.
o Provide direction and/or consultation on statistical methodology to customers as appropriate.
o Use business knowledge to determine project requirements, resolve business issues and identify changes or barriers to success.
o Work collaboratively with teammates to validate and guide the work of less experienced analysts in the department.
o Interface directly with customers to negotiate requirements (understand customer needs and provide consultation on options to best meet expressed need) with customers to ensure optimal value and timely delivery.
o In order to effectively support customer base, incumbent will learn and understand how disease management and care management programs are administered at BCBSNC. Incumbent will learn and understand the basics of the Sales account management process.
o Maintain statistical models to support business area operations.
o Use quasi-experimental and observational research methods to answer business questions.
Hiring Requirements
Master's degree in biostatistics, epidemiology, quantitative social science, computer science, math, statistics, or finance and 1 year of data management experience and analyzing large data sets in a business environment.
If no degree, 5 years of data management experience and proven track record of analyzing large data sets, synthesizing data, compiling data into reports, and communication of findings to stakeholders.
Hiring Preferences
Experience in the health care industry.
Experience with analytical groupers (i.e. Diagnostic Cost Groupers, , Episodic Treatment Group's).
Prior project management experience.
Intermediate programming in SAS (Base and Stat) / SQL Query Construction) or other programming language.
Documentation of programs and processes (suitable for internal and external communication).
Intermediate understanding of relational database systems and uses.
Intermediate skill with Crystal Reports, Business Objects
Ability to perform independent research
Effective verbal and written communication and presentation skills
Strong Microsoft Office Excel skills
Working knowledge of other Microsoft Office applications (Word, Access, PowerPoint)
Strong time management and organizational skills
Strong problem solving, reasoning, and logic skills

Sr. Clinical Informatics Analyst- Senior
Job Profile Summary
Provide advanced consultative, analytical, and reporting support to customers on various projects. Conduct complex ad hoc analysis as directed by management to include the analysis of medical expense trend and trend drivers, clinical and care management participation and opportunities, with a specific focus on employer group experience. Solve business problems through analysis and present the outcomes of analysis to customers, business owners and BCBSNC senior management.
Job Description
Independently:
o Perform all aspects of data analysis, to include:
o data acquisition and data management,
o advanced SAS or SQL programming,
o advanced data visualization experience
o quantitative and qualitative data analysis,
o interpretation and synthesis of outcomes and conclusions,
o group expense and utilization trending anticipating and applying appropriate controls for confounding,
o prepare documentation and communication of results and recommendations for business owners and all levels of management.
o Provide analytical support (consultation, design, analysis) to business units to understand and monitor trend as relates to group expense, member health, and plan program performance.
o Provide direction and/or consultation on analytical approach to peers and customers.
o Use business knowledge to anticipate business questions and needs and proactively identify and implement solutions.
o Identify gaps in business reporting and proactively identify and implement solutions.
o May provide supervisory guidance to less experienced analysts.
o Interface directly with customers and management to negotiate requirements (understand customer needs and provide consultation on options to best meet that need) with customers to ensure optimal value and timely delivery. It is critical that the incumbent in this role not only understand the needs of the customer and/or gaps that exist in business understanding but that they also be able to effectively craft practical solutions using data and tools available. Where technological or data gaps do not allow for this, incumbent must be able to effectively articulate need and gap to management for resolution.
o Incumbent will learn and understand the basics of the Sales account management process.

Hiring Requirements

o If no degree, 7 years of data management experience and a proven track record of analyzing large data sets, synthesizing data, compiling data into reports, and communication of findings to stakeholders.
o Experience programming in SAS or SQL Query Construction is required.

Estimated Salary: $20 to $28 per hour based on qualifications.
