The position is EHRA, which means it is exempt from e rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.
This is a full-time position (40 hours per week) with State Benefits.
This position qualifies for teleworking as part of the State's Teleworking Pilot Program.
Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end the teleworking arrangement at any time.
The Zone Project Lead is responsible for the leadership of the Construction Coordinator team charged with providing support to NCORR's Program Delivery staff and general contractors by identifying goals, needs and scope.
The work objective of the Zone Project Lead is to ensure the team completes specific, specialized tasks in planning, organizing and monitoring projects to ensure deadlines, scope of work, and professional standards are met.
The Zone Project Lead will identify gaps in program procedures as a result of issues that surface during program implementation.
The selected candidate will provide daily and/or weekly updates to direct supervisor regarding work that is completed, under review, and outstanding, as well as additional reports as required.
The Zone Project Lead position requires comprehensive knowledge of ReBuild NC policies and procedures, as well as expertise in utilizing the system of record and will directly supervise several Construction Coordinators.
They will approve time and effort reports, assigns tasks and duties, and ensure Construction Coordinators have appropriate training.
The Zone Project Lead is required to communicate and collaborate with all team members in the Program Delivery Office (PDO) within NCORR.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Experienced in planning, assigning, and supervising the work of subordinate employees.
Considerable knowledge of the principles and practices of public and/or business administration.
Considerable knowledge evaluating and understanding program regulations, Standard Operating Procedures, policies, external and internal forms, and other program documents.
Basic knowledge of the principles and practices of Community Development Block Grant-Disaster Recovery (CDBG-DR) buyout and related programs, the Federal Emergency Management Agency (FEMA), and housing disaster recovery laws and rules or experience with other federal funding programs.
Experienced in researching Federal Regulations and assisting in the generation of housing policies and standard operating procedures.
Must be able to handle with tact, consistency, and sound judgment the diversity of public contacts demanded in consultative services and enforcement.
Experienced in demonstrating strong written and verbal communication.

Bachelor's degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.
